In a nutshell, the more interest by retail buyers the higher the volume which in turn drives PPS. I don't think there will be to much of a bump based upon recent announcements because everyone knows that there are still millions of shares out there that will be sold into the market prior to license being issued and the general expectation is that PPS will continue to suffer as a result.
I do not think that we can expect to see much improvement in PPS for anywhere from 3 - 6 months, however, I did spend some time evaluating PPS AFTER LICENSE, M&A, ETC., and based upon those evaluations IMO the PPS should be between .7198 to .7292 provided that the company completes M&A, Audited Financials and receives licensing.
Look for a bounce off the SMA200 as these millions of shares come into the market.
