Haven't found anything on this looking through blog posts, but wasn't it said back when the permit issue came up that they were able to work and cut trees in a limited fashion until the final permit came in? Maybe without shipping them? I thought there was talk of that and that Eco had done the same thing when they were starting up?
If that wasn't just a dream of mine, then I'm betting there are already logs and processed lumber on shore waiting and if they have spent some of this time as they said improving on-site infrastructure and logistics, might that not entail going through the logistical process of getting logs on shore and running them them through your rough mill? Making sure that equipment is functioning and your workers know what they are doing?
Speculation as everything else still, but I could swear there was talk of being able to cut while waiting on the final permit.
