Yes, ticket sales can start about 30 to 45 days prior to certification. Basically it is about the time that Baltia enters Phase III. When Baltia enters Phase III, Igor can petition the DOT for permission to sell tickets, because basically everyone considers Phase III to be practically a walk in the park.
By September, I am sure Barry means late September......like the 3rd to 4th week of September. If you extrapolate back (as I have done many times), you have to figure early to middle August.
So I still stand behind my belief that Phase III....and ticket sales....and advertising.....are all going to make the first two weeks of August extremely interesting..........
