Manuals "completion" is all a part of the CONTINUO

You can see the progress in the manuals "completion" when you see the training being done.
In other words....the training manuals have been deemed complete and received the thumbs up, and the FAA allowed Baltia to use those manuals to train its personnel. If the training manuals were not "completed", then the training could not get completed (or even really started) without them.
Does that make sense?
Anyway, the "completion" of the manuals (I use the " " because the manuals are never really complete, as the airline will always be required to update and upgrade the manuals as time passes) is most evident when Phase II finishes and Phase III begins.
So my gut feeling is that getting a PR about "manuals completion" is a very tricky and elusive one.
More likely you will see PR after PR as different levels of training and different groups of trainees complete their courses, and then a PR announcing the commencement of Phase III (which in itself inherently means that Phase II has come to an end).
Ah....and expect simulator training completion to be pretty much one of the last PRs in Phase II (right before table top exercises?).
I expect to hear more about the simulators towards the end of July.
