SO . . . my takeaway from his reply is "YES" he is not just aware of the Twitter account, he is also it's sole author. If not he would surely have disavowed any relationship to it, but instead he affirmed that he was working on producing a public PR like the PR's referred to in the tweet.

Okay, now we can hold McHenry personally responsible for anything that comes from the Twitter account and we can base our expectations on what he says through it.
