You can google HC licensing for information but in general HC does not intend to issue a large number of licenses. There are over 800 applicants of which only 20 or so will get licensed this year then perhaps 20 or so next year. Also, there have been numerous lawsuits filed that are contrary to the newer HC approach to the mmj industry. It is likely that the government is moving slower than originally anticipated until legal opinion can be established to a point the government feels it can issue license or some type modification to the intended license.
This is a big step and the government wants to be very careful (understandably) The only question remains on who will actually receive licensing. IMO, FITX and Aphria seem to be the front runners.
