It looks like sites out there charge about $200 for 100,000 youtube views.
Case in point, example, lets say some trader buys 35M shares at an $0.0015 average and looking to double it to $0.003 (the 200 DMA) then it could be cost effective to spend say $2,000 in order to get a million youtube views on some chance that it would generate enough interest in the stock to push volume up enough to give an uptick and momo does the rest up to the 200 DMA. Then our trader dumps it all for roughly a $50k profit, even after spending a couple grand on marketing services. Its just another form of pump and dump, nothing to see here, move along. Traders trade, investors invest. Though many times if the gains are easy to come by then traders will keep trying to reload low where they originally got in just to pump it back up again and then dump for more profits, rinse/repeat. This typically works easily early on but as the fundamentals improve for the company and the stock begins gaining its own natural momentum with more and more long term investors piling in, this kind of flipping is more difficult to control, because the supply of available shares decreases as there are a greater number of long term holders. Flippers can still flip, but they must pony up more cash at higher prices and since the liquidity has increased since the last ad promo pump and dump scheme, they are forced to take a smaller PPS change to flip which means they have to buy in for even a greater number of shares than the previous run, in order to try to make the same amount of money. Over time it gets more risky and the cost/benefit ratio and potential becomes negative as there are diminishing returns. You can be sure though that if their first operation yielded juicy gains and they are all out of shares looking to reload they are going to certainly want to do it at the lowest PPS they can get. Some will even get on message boards and bash to try to sway sentiment even though they are bullish on the stock in the longer term. Most of them fancy themselves pimps, pimpin' like a G6!
