Not sure what population you're talking about, but google 2012 population figures show Washington as 6.9 million and Colorado as 5.2 million people - not quite a 10x figure, or is there some poll showing what % of population smoke pot from each state?
I think that the industry will see a bump with the Washington legalization in 2 weeks, but not to the degree of the January sky rocket we saw.
