In the week of May 12th, a total volume sold of 213,961 shares, of that 135,295 shares were sold in 33 transactions by Broker Dealers.

FINRA is just including every order placed through TRACE as a cover all. This is important on exchanges because most orders are routed through the exchange itself, while actual Dark Pool orders are routed through OTC broker Dealers on exchanges. The OTC Markets however is a two tier system, the first tier are the brokers, the second being broker dealers.
None of which has to do with a MANUAL SETTLEMENT process of Ex Clearing, as JBII is in fact in CNS and therefore is not designated as Trade for Trade to qualify for ex clearing.
