First of all - The spot market price for HPDE is only virgin material of a specific kind with very uniform properties. Composite plastics do not have that value. In fact, that is why there is so much plastic in the garbage from industrial sources.
So, I can guarantee you they are not paying .41 lb. My guess - less than .10 lb.
Then you also failed to factor in numerous sources of free plastic available to them.
And what about HTF? If they purchase that for less than 1.00 gallon and can sell the resulting spec fuel at near retail prices it again reduces the average cost per gallon.
Did you know the EPA reports that 97% of plastic is not recycled because it is not single color virgin material - that's the feedstock JBI is looking for and using.
And, the dumping ground for unrecyclable plastic waste is now closed - China, thus creating an abundance of available cheap/free plastic waste for the processors.
