I think it is what I sated last night HC is adjusting process. They are going with “letters to grow” before the final approval process that way if there a quality issues they will know before patients sign up with a company.
One company has had their license pulled already (was on Vancouver Island), there have been two MJ recalls and another major approved licensee has had to destroy crops due to mites and mould residue.
A patient can only sign up with one company so if there are issues it creates problems whereby patients can't access products. This seems to be the problem they are trying to solve.
If you add that extra step then only companies that have complaint products get license.
I am guessing that is what Bill means by running "trial runs". That is also why I think it is taking so long for licenses.
