It is not being "awarded" a permit and easement. The area already has them. Your Oculus material concerns an extension of the already existing permit and easement.
And no, when those extensions are granted that does not mean SFRX then gets the salvage permit. As stated, the permit could come before, after or during the granting of the DEP permit extension for HTQ. While the extension is a good thing, it is not directly related to the salvage permit for SFRX.
