YOU MEAN... that UNLIKE OREGON,
EVERY OTHER STATE does not have a refinery willing to take Peanut-Butter Sludge...
dilute it 9 or 10 good oil parts to 1 SLUDGE PART in order to minimally FOUL UP the refinery plumbing...
and pay TOP DOLLAR for the NEARLY USELESS goop!!!!!

Why would anyone prefer to make spec fuel when they can pollute, need hazmat suits, and produce viscous goop!
