I read something similar to that .....thanks for putting that up. lobby groups are vital(though I hate them)... WADE has been around for almost 20 years. Here is something related to that story.

The CIC’s formation coincides with the growing need for more secure and reliable distributed power generation. The White House has issued an Executive Order that the country achieves 40 GW additional combined heat and power by 2020
