imo because they don't need to currently
and if i'm reading the K correctly
why would anyone want them to *dilute* near all time stock lows
they indicate 3rd Q (starts in about 3 weeks)
they filed proxy re: housekeeping
and feed stock re: potential prox purchasers has been tested
