Re-opening a mine is not a quick do, but a step by step process requiring the co-operation of several government agencies. Clearly you have not followed other mining companies currently working through the exact same process. Take a look at OMCCF who is working to open an underground copper mine in AZ and like the Chloride Mine was also closed in 1996! Hopefully it will give you more insight into the process.
