To say that P2O cannot be financially successful is somewhat presumptuous. At the moment it appears that it may not be possible in NF. But remember, we pay peanuts for fuel in the United States. Most civilized countries pay 50% to 100% or more than people in the States and Canada do.
If you take P2O out of the States and place processors in countries where fuel is much more expensive, and where recycling isn't as large a priority, you have eliminated three of the obstacles frequently repeated on the SMBs. Cost and availability of feedstock and price of final product.
