It doesn't matter right now. In a year, yes it'll be something Baltia must think about. But the REAL float right now is about 700M, considering nobody can deposit their private placements (including me). You'd have to have a broker who charges an arm and a leg in fees to deposit certificates, so until certification and/or a huge hike in the share price to like .25+, don't worry too much about the share structure.
Here's a great example:
If Delta were to do a 1-for-10 forward split to have 8 billion shares in its O/S, it'd still be trading at $3.87/share. So share structure isn't really, in and of itself, an issue, unless it's tied back to the market cap and revenue/profit from the company's business.
