Are you saying that packaging is P2O fuel in the analogy? That requires a person to make the assumption that turning chaff into packaging really is more environmentally friendly than disposing of chaff. I don't know if I subscribe to that but I think we can see whether it makes a difference as to who owns the processor.
It's contrived, but I think it's worth continuing with an analogy so we can come to a consensus. Can we alter the analogy slightly and say that:
chaff=~plastic
grinder=~P2O processor
ground chaff=~P2O fuel
wheat farmer generating chaff who might buy a grinder=~customer generating waste plastic who might buy a P2O processor?
