So Wednesday is your "no confidence date"?
LOL. Let me break the suspense for you, I seriously doubt that the 10K will be filed and available to the public by Wednesday. Why? The CEO has already told us via a shareholder update why there were delays. He needed to account for every detail of the financials for the periods of time before he was even CEO and he wanted every detail in the 10K to be solid for the auditors so that there would be a smooth process. Last week he had mentioned that he hoped that he could get the document to the auditors by Friday (maybe that happened, maybe it did not), but even if he finished it over the weekend and gave it to the auditors today, the auditors still need a few weeks to work on it and approve it. That process takes time; it does not take only two days. So if you are planning to wait and buy more shares cheaper, then I commend you and I say good luck, but no one can know the future, so your automatic assumption that on Wed if there is no 10K filed then necessarily the share price will be lower so you can accumulate more is rather on shaky footing. All of these imaginary short term deadlines are rather arbitrary. Good luck to you, I hope it works out.
