Thank you jj. This statement seems very straight forward. I would submit that the trimming and drying of the mj is no more "added value" than cutting and hanging tobacco which gives it it's intrinsic value. And there's unquestionably no "refining" being done at this level. That of course will change when we get into producing oils and other derivatives, and I can see it becoming an issue in the future, but not right now.
The issue, as I see it, is in the way that the city/province interprets the phrase "processing and refining". At this point it seems there is no concise, formal, "legal" recognized definition for the purpose of this discussion. And who will be responsible for for coming up with the definition? We would expect that entity to use a reasonable approach in their determination.
