I use Fidelity ActiveTraderPro platform. Comes with the service as long as you make some low number of trades annually, no extra charge. Free L2 with big board stocks, but with penny stocks all it shows is the real-time bid-ask and quantities. I'm hoping they convert to full on L2 for penny stocks in the future and I've requested it.
