That makes absolutely no sense. The purpose of a Wells notice is to inform the recipient that the SEC's investigation of him or his company is substantially complete, and that the agency intends to bring a lawsuit .
I'm afraid his complete lack of understanding of Wells notices casts some doubt on the credibility of the rest of what he said.
