There is definitely issue here The voted resoluti

The voted resolution was to send a 'receipt' letter to cen biotech confirming its call to HC for licensing.
-councilman stated they didn't know the state of water or electricity at the site and they had no municipal people there & that cenbiotechs notice to HC was misleading.
-Rezoning has to be voted for site 1, an application for site 2 (horse stalls site)has not been received. The late application talked about is site 1.
There seems to be one council member with issues the rest seem benign to cenbiotech.
One member made a good point that until all zoning and HC requirements are met and confirmed by the city and an HC inspector HC will not issue license. If zoning has yet to be voted on and application was only received that day (13 May 2014) then we have to wait until the rezoning issue is settled by the council before HC will issue license. I'm sure that the town will vote to rezone instead of letting all this potential tax revenue go but this is going to be a longer road than we all anticipated.
