Licenses taking longer Yep. My thoughts if Bill sold 5 million around a price of .08 a share he did so since IMO the 20 million investors money probably put restrictions on how much at meeting criteria like 3 million up front and 5 million additional after licenses. Them 12 million later but problem is licenses taking longer and Bill wants to continue construction while they wait. So Bill sold his shares for 400,000 dollar worth to continue construction until licenses issued. Is that dilution nope that an owner investing in the company.
