Its not an immediate need to build, so of course there are no more permits. The utilities are currently fine, so of course there is no immediate need to improve. But one day we will need those permits, and may have to improve the utilities.
Its kind of like saying that a 2016 presidential candidate has no money and is serious trouble financially....in 2014. Yeah....it may be true that they have no money, BUT they have two full years of fundraising. Its nonsense to insist that they or FITX, in this case, is in trouble because the five year plan isn't realized on day one.
