The SAIC face sheet tells me that John has never lied about what P2O can do. The 30 and 40 day extended runs of P3 tell me they have the metrics to market the machines. And the hiring of R. Banerjea less than 8 weeks ago as CFO tells me there might be other accomplished executives (directors?) when the time is right.
When Heddle came on a decision was made to cut expenses to the bone, test P3 and transition from operations to sales. As Kool has pointed out, selling or JVing machines and licensing the technology will be more cost-effective than continuing to be an "operations" company, with all those expenses.
The the very first "sale" will crush all the negative arguments about Bordynuik's technology.
