No, Falcon is not lying. I was not able to place a buy order of ICPA through my TDA account today and I called and emailed them, they said that ICPA is chilled. After reading your post, I thought they may lift the restriction, so I just tried placing a buy order again through my TDA account, here is the information I got: "Order cannot be processed due to a DTC chill restricting the ability to transfer a security and settle the trade.". Do you actually have a TDA account? If you do, you can try it yourself. Maybe you were lied to by whoever you talked to at TDA.
