Simply put...TDA got caught with their pants down on a stock they have been heavily shorting recently. If you've watched L2 closely the past 30-40 days, you'll notice that CDEL (TDA's MM) has been constantly smothering the ask or has been on both the bid and ask at the same time while the price movement is lower. They don't want their own clients to be able to buy the stock as it conflicts with their short position. So they do this so-called "chill" and blame it on the DTCC. I've seen it happen before, especially with TDA.
