I have called the DTCC myself today and confirmed there is no chill on ICPA. This is a TDA problem. If you want a friendly OTC brokerage, you might want to consider switching to E-trade. This DTC chill stuff is rarely an issue with E-trade.

If there is a true DTC chill, then almost all brokerage houses will not allow trading of the stock for some amount of time.
