"Publicly disseminated" I the key phrase here. Unless I am "misremembering" (god I love that word) the legal speak is.......Dissemination of information refers to the distribution of information to the general public usually conducted by an agency specifically given authorisation to release information for any public sector.
It has always been that a few words make the sentence. So it looks as if the company was part of the intended misinformation
