In "B.C. Logging firm to cut timber submerged in Panama lake" (Canada.com), it notes that on 12/20/12 ANAM gave CET the "go ahead" with their concession. The article also notes that CET had already been logging at the lake for a year due to a partnership with the Kuna.
"Husby, 37, actually began harvesting and milling logs up to four metres in diameter from the lake a year ago under a joint venture with the Kuna de Madhigandi indegenous people."
So, it seems there is a prolonged process which ensures/requires a good working relationship with the Kuna and we have been told several times effectively that the Kuna don't like publicity. Perhaps it offends them for someone to publicly talk about having such a concession before they give final approval which seems to be a protracted process - that would make sense to me.
In addition to independently confirming that the process of getting these approvals is a protracted one, the article also confirms the revenue potential (they reference revenue potential of up to 15 million for 2013 and 45 million by 2015) and the potential for winning contracts.
