My thought on it is this...Because "The BILL" likes
to promote that he likes to under promise and over
deliver and with a great emphasis that they are
ahead of schedule. I wouldn't put it pass "The BILL"
that he probably had the HC inspectors, inspect each
phase to expedite the processes in hopes that when
they came to the final phase, it would only be that phase
to complete the final inspection. But of course that remains
to be seen. I just have a funny feeling this could potentially
be going on behind the scenes.
