You are exactly right. There is zero logic in it. The only purpose is for a manipulative move to prevent upward movement of a stock. That's why it is crucial that we uplist, eventually off OTC completely. MMs get away with bank robbery on this exchange, case in point blocking in a stock incessantly. It's ridiculous, and I have no idea how it is even legal...
