He doesn't "worry about all the scumbag people who post lies in order to get people to sell" because being a scumbag who posts lies in order to get people to sell isn't a violation of the TOU.
And fortunately for the vast majority of scumbags who inhabit this site, being a scumbag who lies in order to get people to buy isn't a violation either.
