Normally with a dual gate one in one out. Dual layer dual gate allows for a secure inspection area. ie. A gate in front of you and one in back. It's like a holding pen. They inspect in this area. If it is a single gate with dual access this is still OK because the fence is dual layered. I am sure they over engineered it. The only thing they need is a slalom entrance with barricades.
