Why would the city halt the build....they have permits to build, just not in the capacity FITX is intending to use them for. That is the ''non-issue'' at hand which it seems that nobody can grasp. So when you hear there is no Z issue, there isn't at the moment because the building is not operating at the intended capacity. Dumb down version....you can not be given a speeding ticket if you intend to speed, only after the fact. At this point Bill is correct....he can build day and night, he just can't use the building for the full intended operation at this time. So both the news article and Bill are correct if you can comprehend what you are reading. It is this constant dancing of words between lawyers and journalists that will test your faith, or you can ask the question more properly to get the proper answer you seek.
