Giving Jeff the benefit of the doubt, and the nature of the e-mail communications, I suspect Jeff is waiting on a "news bite" or "confirmation" in hand..., that he thought would be "in" by now??!!
He may have jumped the gun a bit, but can not blame him, figuring the amount of e-mail he probably gets and his Sense of Urgency to put out something concrete!
I may have blinders On...but I'm going with this PoV for now..fwiw
