Many possibilities ranging from competitors in the sector, shorting trader groups, political/local opposition, boiler room groups to try to take down the stock, etc...
Some of them also very likely represent people who were in early and sold early with regret that they just can't shake off, and traders who know it's legit, but are trying to buy up as many cheap shares as possible since they know licensure is approaching. I've watched the stock for a long time, and there are a number of people who are so obviously flipping between positive and negative commentary, depending on their position that day. Pretty sad indeed.
