Golden txs for the article, as I see it there is nothing wrong here. The town and the "company" building the site are going to go back and forth while the constrction is happening to see if they are meeting the plans are regulations.
If I am not mistaking is in the best interest of the town to side with CEN since there is a high rate of unemployment there. The town has a lot to gain from this deal: tax revenue/decrease unemployment/commercial exposure, etc. of course CEN will benefit too, but again with such a massive construction going on the regulators will want to meet with Bill or representatives to see if everything is going according to plan.
