I have a lot of ICPA shares and I've had them for

I have a lot of ICPA shares and I've had them for a while now and I feel like stock is not going anywhere at least until Q3 so I wanted to sell some of my shares this morning to play some other stocks. My orders were getting rejected so I called my broke and they told me that there would be fees anywhere from $200-700 to sell or buy and that's not something my broker is charging me. Also there is a restriction on how many shares I can buy or sell. I wonder if that's what's holding people from buying. Any clue if anyone else heard anything about these fees or share amount restrictions?
