First of all, fundamentally there is absolutely no difference between shorting and naked shorting. Both require a repurchase of shares at some point. Secondly, JBII is so cheap and the short interest is so low relative to the shares out there that it's virtually impossible for that to have any effect at all.
Regardless of how many shares are short, as a shareholder you will be entitled to any all dividends JBI pays in the future while you hold those shares. The fundamental value of your shares is completely independent of shares which are short. The value of any investment, whether JBI or a CD, is worth exactly the total of the future cash flows returned to the investor, discounted for time by an annual required rate of return or an interest rate.
Since you believe FUD is a major factor, Mr. Bordynuik could immediately dispel all of that FUD by disclosing the cost of what is going into processor #3 and the realized revenues of what comes out. He could also announce the obstacle which is currently holding up processor #3. However he stays silent. Why do you think that is??
