The "Feds" are playing both ends against the middle. They want their cake and they also want to keep a thumb on the scales. I do like mixed metaphors.
Sooner or later they're going to be forced to reschedule. The pressure will become too intense. Until then the fledgling industry has to play along with the uneducated with political clout.
