Bourne, I do agree that Bill wants to over deliver

Bourne, I do agree that Bill wants to over deliver but I really don't think he will say much of anything until either he calls for the inspection or gets the permit. If he is as early as you think, we will be sitting here expecting him to announce that he is ready for inspection and he will announce he has the permit in hand. That might just catch a few MM's off guard.
