I found the info.  My guess is that to have a small generator like the one I have in my garage in case of a storm, it doesn't require any permit.  For a massive generator that would required to power a huge grow operation, there must be a permit process.

Once again, this shows me that the leadership team has all the bases covered and is on top of things.
