The solar array on that building is a large-scale industrial setup that would have to be a grid-tied system. In other words it produces as much energy as it can, uses what it needs, then actually sends (sells) the excess back into the grid.
I know a bit about home solar but NOT an expert in industrial by any means but here's my take.
One of those meters is the main, most like the larger one and was probably the original meter for the power supply to the building, most likely still used for basic power.
The small meter may be the bi-directional meter from the solar system that meters what goes back into the grid. It is coming off the small panel which I think is the power control unit and emergency cutoff, basically a power inverter and voltage regulator that converts the solar DC to AC and then regulates the voltage from the array to the main panel and has a cutoff in case the grid goes down, so it won't fry workers downline. The large box is the mains.
The good news as Squirrel pointed out, in a net-metering agreement, the utility credits us for any power we produce that gets sent back to the grid. We make money on the excess. (Not very much.. but it all helps, I was having fun with the FC&E bit... )
