Notice 2.5 of the LOI, it notes "The Aquatic Resources Authority of Panama (ARAP) DGOMI/DMRA-648-12 official letter of October 18, 2012 addressed to the Director of Integrated Management of Watershed Authority (National Environment ANAM) awarded a business license to B&B to initiate the development of the Tilapia business, as well as the extraction of underwater timber or "snags" from Lake Bayano in the area of Parti, Nacruz Gandi y Tabardi." The ID number for that letter might be helpful.
Later in section 6 it notes:
"6.1. The Congress pursuant to the SECOND CLAUSE of the Kuna contract agrees to apply for and obtain ALL of the necessary permissions, certificates and/or any other applicable form for the removal extraction and marketing of trees in the areas of Parti, Nacruz Gandi y Tabardi from the National Environmental Authority (ANAM) as well any other institutions such as ARAP, etc. may require."
"6.2. Approval of the Congress. pursuant to the FOURTH CLAUSE of the Kuna Contract of the assignment of B&B's rights to BWD to harvest, extract and process underwater timber or "snags" from lake Bayano in the Concession described as area of Parti, Nacruz Gandi y Tabardi."
The Kuna are somehow involved in getting the permits and allowing them to be applicable to BLWP. It isn't clear this is publicly accessible information. The general impression I got from my search is that aside from the minimal information available from the Public registry, companies are free to disclose as little or as much as they want. I never got a response from the emails I sent and often the message wouldn't send. I don't know Spanish so I never called. If you decide to try further, it might be wise to try ARAP or one called CREHO Ramsar Regional Center. The latter might be responsive out of delight someone called them.
