I think that guy is full of it. In a previous post he cites a pdf from the ITTO site, which is not a Panamanian government site but rather an environmental organization. The pdf he cites just has some generic info about Panama that he leaps beyond in his comments about it. In his post today, he didn't even know to reference ANAM or ARAP.  There isn't any such thing as a Panamanian Environmental Protection Agency for him to have gone through.
