The old system is a broken system in many respects. There is the group that grow for personal use to help them with their medical issues. Then there's the group of growers that have been given a license for personal consumption but it is a business for them. They grow to sell to others to get high, including youth. Injunction is very temporary. Gov will pass a law and there will be better control.
