I don't think it is unreasonable, as part of Phase II is updating the schedule of events. It seems to me that if advanced to Phase III the FAA isn't going to entertain Baltia piddling around with finishing up the certification.
It seems optimistic but I think that it coincides with HQ's plan as well based on what I got from them.
